99 F250 ABS Valve problem

99 F250 ABS Valve problem
Just picked up a 1999 F250 7.3L 4x4 flatbed work truck. Let me list what's been done so to resolve the brake problems:
1) Replaced M/C since it was leaking.
2) Replaced both rear rotors, calipers, brake pads and lines from center of differential replaced. After changing M/C we found right rear brake caliper and bracket had been removed, and both rear brake lines smashed against differential to close off lines. Rendering both rear brakes non-functional.
3) Replaced both front rotors, calipers, and brakes pads.
Problem:
Front brakes bleed OK. However, no fluid is getting to rear brakes at all. Here's what I know so far:
1) Line from back of ABS valve to brakes is clear. I was able to blow old fluid then compressed air through line without problem.
2) Line from M/C to ABS valve also clear.
When both lines are attached to ABS valve, pedal is firm. When line from back of ABS valve to rear brakes is removed the pedal remains firm...however no fluid comes from back of valve. I would think it would.
Also, I have read that there is a bleeder valve on the ABS. I have removed it from the truck for better inspection and can not find a bleeder valve.
Shouldn't fluid come from rear of the valve even if truck is not switched on? Is the ABS valve bad or became rusted closed from being shut off to back brakes for who knows how long.
Of course I could by-pass the valve. I'd rather not. Please advise.
