Thanks for all the help. It's all better now. I couldn't find a 14mm button head and the 1/2" seemed to loose. So, I bought a regular 14mm cap screw and made my own button head. I left just enough for a box end to still grab hold. This shortened the head of the bolt 1/4" over stock. Went for a ride and no more interference.

Overall, this is just a really close fit and the guys that don't have the issue must have placed the axle just enough forward to not have the problem.
