brake de-glazing?

brake de-glazing?
Follup to my previous post on front end parts and soft brakes;
I've looked at all the pads and they appear to have plenty of life left.
However, this 2001 Expedition has 117,000 miles but the wear on the brake pedal looks like a car with over 200,000 miles.
So, my theory is that the previous owner drove a lot in city traffic and rode the brakes all the time.
Does that make sense?
What's the best treatment?
Will new pads fix it? I've looked at several site that talk about heating the brakes or sanding the rotors but those sites all cater to racing and off road so I'm not sure this is the same situation.

i have touched the pads to a belt sander to take the glaze off the surface. A 4 x 4 plam sander with 100 grit sand paper can do the same for the disc. If there is a rusty ring sticking up around the OD or ID of the disc, i have run a small die grinder over that to get it back down to the level of the disc.
