Question 2002 5.4 fuel filter

my truck is running ok but it likes to sputter at certain throttle positions.. i dont think the fuel filter has ever been changed i know it hasnt in the last 70k since ive had it...
i am having a hell of a time removing the fuel lines both front and back...
i have the little plastic tools that are suppose to spread the little spring i believe that is in the front connection but its a bitch to pull off.. is this common?
as for the rear i cant even begin to get it
am i suppose to pull the little blue plastic clip out of the line itself to release it? if so i broke that trying to get it off...

any pointers would be amazing...
thanks guys
