I would be fine with lifting it to start it, but it's hard to drive with the steering wheel flopping up and down. It's not a tilt wheel. I took the all the plastic fall see what the problem was and looks like two of the bolts hole are broke on the steering column base. I think maybe it should lock in place after you start it.
Any non auto 80-86 column from the same type truck. I am not sure if there is a difference between 4wd and 2wd. Is your truck currently shifting on the column or the floor. Most 3 speed column shifts are pretty worn out. Most people convert to the floor.
One problem with just putting a starter switch on is that the factory switch does several things. One important thing is that circuits that are sensitive to sudden voltage changes are disengaged in the "start" position--you'll notice for example the radio doesn't play. If you just have the ignition on and switch on the starter there is the possibility of damaging sensitive electronics. On something older without a computer, it would probably be ok, since that's how it was in the good old days.
