1997 F350 7.3 Wont Start. Please Help

So today the truck started fine like normal. I turned the key, the light came on. I heard the glow plug buzz, the light went out and then it started right up.
Tonight I drove over to pick up some food, came back out to the truck, the light came on and then went out but the buzz didnt stop. I cranked it and nothing. I turned off the key and waited a few seconds. Again I turned the key, the light came on for only 1 second and again it just continued to buzz as long as I had the key in the on position. And again no start. anyone have any ideas?

When you say you cranked it, does that mean the starter engaged and turned the engine, or nothing happened?

Correct, starter engaged and turned the engine but no spark. Its almost as if the glow plugs didnt get hot. It is raining hard outside. If water got in to the air filter somehow could that keep it from starting?

Water not good. Do you have a stock air intake, the filter housing on the left wheel well? If so, I don't think a water issue. If some kind of aftermarket, than check it for water inside. Need to see why glow plugs staying on, bad relay, timer unit? If the truck was still warm while you tried to start, it should have started without the glow plugs. Something could be up with the injector computer not putting any fuel into the equation. Just some thoughts.

Water is a possiblilty, but the CPS is more likely. The glow plug relay may be failing.... but the motor should have been warm enough to start without the glow plugs getting hot.

I drove only a block from my house so it wasnt warm, needle hadnt even moved yet. I have an aftermarket filter but it is dry. The CPS is only a couple months old. I swapped out the silver recall one with the dark gray/ purple o-ring one from International. Ill throw the silver one back in and see if that does anything.

I dont know if it is the glow plug relay because it is clicking/buzzing when I turn the key. Its just that it wont shut off after a few seconds like normal

The relay is probably hanging up. Try shorting the two big posts with a large screwdriver to energize the glow plugs. Only hold it there for about 10 seconds.
