So Larimer county decided to start the emissions program up here to generate some revenue, I talked with a Emissions tech, he mention that all I would need is a smog pump for this vehicle since it is over the 8500 gvw. I don't have any info on where to install and what is needed, can anyone point me in the right direction?

OK, I am not able to help you as I am not familiar with that engine and hear. However, I don't think not having a smog pump will cause you to fail the test due to emissions. It's probably what they call a 'visual fail' meaning that there are things that can cause you to fail the test based on visual inspection (not having a working check engine light is also a visual fail). The tolerances for the smog test they do here in CO are pretty high, they are really looking for gross polluters and I am not sure a pump will make a huge diff.
So, you may be able to pass the actual test if you can find someone to look the other way about the pump, not that I am advocating that

I agree that they would fail it on a visual inspection, I am just trying to find out what was stock on this vehicle, because thats what there going to be looking at
Does the driver's side valve cover have a sticker on it? It should list the engine size and smog equipment that was put on at the factory. If that sticker is missing, the vehicle is held to the highest standard for that model year.
I'll keep an eye out for a '79 when I hit the boneyard.

I have this engine in my 1981, I'll try and take some pictures this weekend to explain more.
For the time being, do you have the check valve in your intake manifold? Probably not, I'm
guessing there's a pipe plug or something in that hole. This is to where the smog pump is
connected.
The pump itself is mounted on a bracket above the alternator, RH side of engine.
OK, I had this exact problem when I bought my 1981 with the same engine....
You should have a bracket that holds the thing as well as a smaller one in back, here are
mine:
Go to a junkyard and get yourself a smog pump, here's what I ended up with:
It installs mainly on the bigger bracket, the one in back is just to hold it in place. The belt
(not installed here) attaches to a pulley on the alternator, the hose connects to the check
valve that screws into the intake manifold (pic in earlier post):
You have a non-catalyst F350 so this pump doesn't really do anything useful but it's still
required that it be there.
i had the same problem with an 86 i had that had a 460 in it. i found the smog stuff at a junkyard for 50 bones for the whole setup, bought that and installed it. if you arent sure where to run a hose or something just run it to where it looks like it hooks up to something and that will usually do. i had to get mine tested in golden and they passed it there. luckily i now live in GJ where they dont have that crap yet but im sure its a coming sometime.
