Pull the heads, disassemble, clean, lap the valves, reassemble. If you find any bent, you know why they were not opening. It's a quickie job and faster than a full port and rebuild. Should be able to do it in a day, or a weekend if you take your time and whatnot. If you try to hackjob it you'll just waste more time and money on it.

While it's apart pull a couple of valves and see if the guides are carboned up.
