116 Maybe it was too cold and the engine was not warmed up first.
DTC 116 (ECT)indicates that the corresponding sensor is out of Self-Test range. Correct range of measure is 0.3 to 3.7 volts.
Possible causes:
-- Low coolant level (ECT).
-- Ambient temperature below 10°C (50°F) (IAT).
-- Faulty harness connector.
-- Faulty sensor.
311 Bad vacuum lines?
DTC 311 indicate that Secondary Air Injection (AIR) system is inoperative.
Possible causes:
-- Vacuum hoses leaking, blocked or kinked.
-- AIRB/AIRD valve, AIR pump inoperative.
-- AIRB/AIRD solenoid(s) damaged, blocked.

The below codes sounds like someone did not run the KOER test correctly.
DTC 538: SYSTEM FAILED TO RECOGNIZE BRIEF WOT
NOTE:
A brief snap of the throttle may not be sufficient to pass this test. Be sure to go to WOT and return.
DTC 536 indicates that when the brake pedal was depressed and released during the Engine Running Self-Test, the BOO signal did not cycle high and low.
Possible causes:
-- Brake pedal not depressed and released during the Engine Running Self-Test.
-- Brake pedal depressed during entire Engine Running Self-Test.
-- Open BOO/stoplamp circuit.
-- Short to GROUND or POWER.
-- Damaged brake switch.
-- Damaged Powertrain Control Module (PCM).
DTC 632 indicates that the Transmission Control Switch (TCS) was not cycled between engine "ID Code" and the "Goose Test" in Key On Engine Running Self-Test.
Possible Causes:
-- TCS damaged or switch not cycled during self-test.
-- Shorted harness.
-- Damaged Powertrain Control Module (PCM).
-- Open harness or fuse.
