91 E150 SPOUT location and possible malfunction?

I assumed that the SPOUT connector was on the passenger's side near the fender - little grey looking plug in the end of two wires. Is this the correct place to look for it on this model?

So when trying to set the timing on my dad's van (5.0L), removal of the SPOUT connector did not change the timing. Is this a common problem? What are the likely culprits?
