72' 390 fuel pump & other questions

First my question, on the fuel pump, then some other questions with background. Bought a new fuel pump, because I could not seem to get the canister to budge in removing to replace filter. The old pump looked original, and the replacement was $20. My dumb question is: Does my new pump have a filter already installed? I ask because the new pumps canister also does not seem to want to come off. I can see why, as the gasket is in place, and really snug. I don't want to break the seal on the new gasket only to find there is a filter already inside. Thanks!

Now for some background and other questions.
Last week I bought my late uncles 1972 F250 2wd camper special. My uncle bought the truck new, took meticulous care of it. The engine was rebuilt shortly before he past away 10 years ago. The truck has sat for the most part the last 10 years, being driven a couple of times a year for yard debris and what not. I was able to start the truck, and it sounded great, drove it home 100 miles, no issues. Parked it for a day or two, during which it got really cold. I went out to start it, turned over just fine, sputtered a bit, bit wouldn't fire up. Took a really good look under the hood, and found that most of the spark plugs had signs of rust, and the wires were brittle. Replaced plugs and wire, cap and rotor (though the cap & rotor looked fine). Again cranked fine, this time no sputtering. Checked battery, brand new, my aunt had it replaced when I decided to buy it. I had spark, but could see & smell that I was getting no gas. A new issue has then arose while trying to get it to start. Now nothing happens when I turn the key to start. I again have plenty of battery, but just silence when I turn key to start. I'm not much of a mechanic, but can do most things with a service manual and tips here and there. What I am replacing so far just to start in addition to the plugs, wires, cap, and rotor replaced already. Fuel pump, coil, and starter solenoid. I am also replacing the starter cable & negative battery cable, as they are both heavily corroded. That is pretty much where I am at. Any tips or ideas would be greatly appreciated.

Pull the starter and have it tested...sometimes they just poot out.

If it is an automatic you may have to wiggle the shifter to get the neutral safety switch in the right position.

Adjust the neutral safety switch, located on top of the steering column, near the brake pedal. E brake on, put the shifter in neutral, loosen the two 5/16" screws holding the NSS and with the key turned to the start position, slide the NSS right and left a little until the starter engages then tighten the screws.
