My information is from several different places, so I am not going to say it is completely accurate/gospel truth.
It seems if you look in several places, you come up with several answers, which are different.
Also notice there was no mention of California trucks, which are again different.
As far as I know, the differences were all in the computer flash version.
I don't remember exactly when the IDM voltage increased to 120 volt, but that is the only other thing that comes to my mind quickly.

FWIW, my 96 is a CA model with split shot injectors- valve cover says 215 hp. My E99, with essentially the same setup (different turbo and IDM) said 250 on the valve cover.

The stock as far as I know IDM in my 97 was a 120 volt unit.
And I do believe the 99 and up Super Duty has a 140 volt IDM, but again I may be wrong.
I have 250 HP @ 2700 RPM and 500 ft lbs @ 1600 RPM for the 1999 and 2000 engines.
Part of that came from the down pipe, the rest from the IDM, electric fuel and PCM tunes I guess.
My info shows 275 HP and 525 ft lbs torque as the top stock numbers for the 7.3 in a manual tranny F series 2001 thru 2003.
