I've alway been under the impression that the 1st gen lightings were the fastest, and that unfortunely, as the years went by, ford started "detuning" them as they did the mustang in the 70's. Thus making the 1st generation lighting the fastest. Is there any truth to this?

say what???
anyway, there no truth to that statement at all (at least stock vs stock)
you do know the 2nd Gen Lightnings were factory supercharged right????
No, no. The stock Gen 2's were supercharged, and around 2 seconds faster in the 1/4 give or take. But, with a few smart mods, a Gen 1 N/A can run with a stock Gen 2, which is pretty cool. Gen 1's also carve corners like no other truck I've ever seen.

Your avarage Gen I Ford Lightning came with a N/A 5.8L ''351'' made 240hp and 340lb/ft of torque.
0-60's were around 7.8 to 7.3 seconds
Gen II Ford Lightning came with a Supercharged 5.4L ''330'' made 360hp and 445lb/ft of torque I beleive. This generation of Lightning reviced an update in 2001 I beleive which upped power from 360 to 380 and torque from 445 to an even 450lb/ft.
