670 S.A. lean/no secondaries

lookin for some advice on my holley 670 street avenger.. 67 ford, 360 fe. been sittin for about 2 years performed a tune up on it changed plugs, cap, rotor etc. well i removed the carb and rebuilt/cleaned got it back together and noticed it was running extremely lean. went up 2 jet sizes 3 times for a total of 6 sizes, no difference whatsoever, realized the motorcraft plugs were alot hotter than champions so put champions back in and went back down on jets.. then again realized secondaries are not opening (not sure if they ever were) but was told that wouldnt have an effect on the lean condition, so took carb apart once again didnt seem to find anything wrong but did notice one thing theres no check ball in the secondary housing but there is a brass plug on top?? any help or advice would be great thanks!

Well, you won't see the secondaries open while revving it in neutral, they are opened by vacuum once you have used all the available flow from the primaries.
I think the check ball is only there in conjunction with an accelerator pump, since it's on the secondaries the passage should be blocked.
What Motorcraft plugs were you running? I like to run Autolite 45s in my 4BBL 360.

yea i did the paperclip test (zip tie worked better) im not sure the number m/cs but they were oem replacement
