Smog Pump Removed = Failed Inspection

My truck had the smog pump and cat converter removed before I purchased and the inspection shop failed it. They said its a 10K fine to remove these. I know people remove these items, so how do you get them to pass inspection??

Many states don't have inspections or don't require an inspection of the smog controls. My state has a safety and emissions inspection. Only 96+ OBDII vehicles have to pass a smog test. OBDI and older have to have smog equipment intact with no "check engine" light. Enforcement on OBDI vehicles is petty lax with several getting through without air pumps or EGR.
It is against Federal law to remove the emission controls on vehicles intended for public roads.

Looking at the WV site regarding inspections, it appears you just had an inspector that knew what to look for, and/or a hack job of removal which left obvious signs that "required equipment" was missing.

WEST VIRGINIA MOTOR VEHICLE INSPECTION PROGRAM

I doubt you can just find another inspector since you've been failed. So, time to find a pump and a cat. Since they are not giving you a sniffer test, as long as it's on there and LOOKS right, and does not leak, you should be good.

Tampering with or removing the factory-installed automobile emissions equipment is a
federal offense under Section 203(a)(3)(A) and (B) of the Clean Air Act and, as you've
found out, can cost a $10,000 fine.

So long as the original smog equipment is there and appears to be functional, you should
then be OK.

In california i believe that the person you bought it from would be responsible for that. It's against the law to sell a car that will not pass smog.

If I read the WV dmv site correctly, the inspection falls on the buyer in WV.
