Can anyone give me any information on the is Technical Service Bulletin?

That doesn't sound right - a '98 caliper should be the floating type, which doesn't have any abutments. Only the pads are retained that way.

That doesnt sound like a Ford TSB number. Can you check the number again? Where did you get that number from?
I dont remember ever seeing a TSB concerning the problem you're describing. There is one about the caliper pins seizing up but that wont cause a pop noise.
What kind of problems are you having?

My 1988 ford f-150 is making a popping noise coming from the right wheel. It sounds like something to do with the brake to me. Anyways on this website I was looking through all of the Technichal Service Bullitens for my truck and found that. I asked ford and they said it wasn't from them. I thought someone here might know.

I didn't look through the 88 tsb's when i did the search for you. So I just went hrough the recall/tsb link (on right panel) to view the tsb's for the 88 and found what you discovered:
