No "Wait to start" light and 30A fuse keeps blowing...

Hi folks,
My '96 F250 7.3L PSD will crank but won't start. The "Wait to start" light doesn't light up when I turn the ignition key. I checked the fuse panel in the engine bay and there was a large 30A fuse that was blown. I replaced it with a new fuse and turned the ignition on and the "Wait to start" light came on, about 5 to 10 seconds later the light went out and when I went to start the truck, the engine started for about 2 seconds and then cut out.
Turned the ignition off and then back on, and this time no "Wait to start" light. I check the fuse and it is blown again. I tried another fuse and before I can put the fuse in there is arcing and it blows the new fuse.

Any ideas before I burn up a couple more 30A fuses? Appreciate any and all help.

If I'm facing the truck is the connector on the right hand side of the fuel bowl?

Thanks for all the help.

OK... so I found the connector to the fuel bowl heater (it is on the driver's side of the truck) and disconnected it. I put in a new fuse and this time it didn't blow when I turned the ignition on but I still don't get the "Wait to start" light. Might it be a different fuse that is also connected?
Any ideas? Does anyone have a pic of the fuse panel and the positions of the fuses?
Thanks for everyone's help.

by the way, the upper connector is the one for the fuel bowl heater. The lower one is for the "water in fuel" sensor.

Thanks.

I may be wrong, but I thought I read something about a number 7 fuse. Have you checked them all?

Anyone know if that connector to the fuel bowl heater is a terminal with a nut on it? Or is it a spade type connection? I'm yanking on that connector and it doesn't seem to want to break loose. Hard to get too with all the oil/fuel lines all around it. Thanks.

Second one down from the top is the fuel heater. And yes it is a spade connector .. kinda hard to get off, no nut. Maybe a small screwdriver and pry a bit.
