2004 F350 6.0 won't start

2004 F350 6.0 won't start
I went out one morning after it had snowed and went to start my truck. Put the key in the ignition, waited for the glow plug to warm up, then turned the key. It started to crank and just kept cranking, so I put the key back to on and waited. When I turned the key again, it began to crank and then stopped cranking completely on its own. I checked the batteries, they're both good. I checked the fuses and they're all good. I tested the starter and it's good. The starter gets power from the battery, but when I turn the key the ignition doesn't send power to the starter. If I try to manually crank the starter with the screw driver between the terminals it just cranks but won't catch.
Any ideas?
