welcome to FTE.
the best place for answers for your diesel questions, is the pre-powerstroke forums, and they can be found farther down the page.
here is a direct Link to that forum.

did you use a ford t-stat, or a parts house t-stat? the parts store t-stats for some reason don't work in our trucks.

My guess would be that your vacuum pump is failing. Maybe get a vacuum gauge on it. Should be around 20in of vacuum at idle.

a bad vacuum punp would only send the air to the defrosters, not make it cold.

You will find out diesels do NOT get up to operating temps at an idle. If you want heat at n idle you either need a hi idle or something restricting thee air flow thru the radiatior. OR BOTH

Diesel Brad, that is simply not true - my '91 IDI warms up just fine while idling, it takes it a bit to do so (maybe 5 minutes) but with the fan on high and the temperature all the way up it gets really really hot inside. I do not know if you would call this a normal operating temperature, but it most certainly provides enough heat to make me sweat if I have anything more than a T-shirt on. Maybe my truck is just weird?

nope. all 6 of mine were the same way. it would take time to make heat at idle when cold starting, but once the engine is hot, it is a windows open oven in the cab.

i have to plow with the windows open, or run the temp control at 1/2 air conditioner.
and i plow between idle and 1000 rpms.

You must have one hell of a truck to plow snow at an idle

i plow roads, not parking lots. we get called out at 2 1/2 to 3 inches, and stay out till it stops snowing and the roads are clean.

Backflush the heater core. Had an '88 IDI F-250 that wouldn't blow heat to save it's life, and I flushed that sucker out in the middle of a snowstorm and got some heat. After that, it'd cook you out of the truck...at idle.
