Turbo Boost

I have an '05 Powerstroke Superduty with 61000 miles
Recently I made a trip where I did alot of hills in my travels and the pickup ran fine but my check engine light came on and stayed on, After I got home I took it to one of our local oil change shops an they checked the codes and came up with a P0299 code he told me it had to do with low turbo boost. My question is can you get more boost with the stock turbo and if so how,and the second part of the question is my turbo going bad the first one siezed up so it was changed on warranty, If the turbo is going bad should I look for an aftermarket Turbo and what kid would you suggest.

Could need a new turbo or just a cleaning, but might be a bad injection pressure sensor or the need for a new fuel filter. Clear the code and see if it returns.

Fuel filter I get, but how would a bad ICP sensor cause a low boost condition?

Not disagreeing, just trying to learn something here!
