Clutch slave cylinder problem or is it master cylinder

Went in to pull slave cyl. it had a bunch of pressure. I removed it from tranny, and rod extended all the way out. I pushed it back in, and could hear air bubbling n the master cyl reservior, did it a few times and could hear more air coming out of res. Filled res, and put cap on, but still pedal will go right to the floor. Is the master cyl bad, not the slave?
