Engine cutting out and stumbling

I hope I can get some direction. I have a 02 F250 5.4L 174xxx miles that will cut out occassionally. If the cruise is on as I reach the bottom of a hill, the ABS light comes on and the engine dies for about a second to second and a half, then restarts and goes on. If I step on the accellerator, it seems to start up faster. When I allow the RPMs to drop to around 12-1400 as I climb a hill, I can feel a slight cutting out like the engine has a slight misfire going on. If I accellerate, it goes away. All of this is at highway speeds. I don't seem to notice it driving around town. It seems like I have a lack of power most of the time. The other goofy thing is that occassionally, I will be driving on the highway without the cruise on and the ABS light will come on, the speedomoter and other guages will drop like I turned off the ignition, the come right back up, but the whole time it doesn't seem like the engine dies, there is no dorp in power or a stall. All this seems to become more regular the longer I drive it. I just changed the fuel filter the end of last month and it was doing the same thing before the change. My Scan Gauge says no codes found.
