Your problem is the Camshaft Position Synchronizer. This will sound JUST LIKE a belt squeal, and can also limit your RPM's to 3000.
Yes, you cannot rev past 3000 in neutral, but in gear it should smoothly go all the way to redline.
When these go bad, the camshaft signal tends to get erratic above 3000 rpm, causing it to 'act' like a rev limiter.
If any of you other guys can't exceed 3000 rpm in gear, then you need to get the replaced.
As far as the SPEED LIMITED, mine is limited to 96MPH. This was done as a computer reprogram by Ford to prevent transmission problems. They found out that the tailshafts of the transmissions (both auto and stick) were braking off as a result of excessive vibration at speeds above 100MPH.
Normally I would think this was a 'dodge' from fixing the actual problem, but personally I see no reason why any truck should be driven at such a high speed, as they become unsafe (they aren't sports cars afterall).

The problem with mine is fixed--glogged fuel filter..
The 3000 rpm thing is a saftey do dad in the computer to stop you from over revving the engine and I suppose dumping the clutch at that high an rpm. It will not rev over 3k in park or neutral but runs fine past 5k when on the road. Seems like a lot of late model vehicles have this cutout and not just fords...

Mine feels like a stumble when I pass 3000 rpms. I floored the accelerator and the truck will step down and go but will still stumble. If I drive it like a grandma, then I dont have any problems at all but if I am in a hurry then I wonder if I am going to make it at all. So it gets worse when I drive hard and better when I poke along.

Well the dealer called today and said that a bolt was left out whe the timing belt was relplaced, Also they said there was a bolt missing that held on the camshaft postion sensor. This is gonna cost me $587.30 to fix and I paid good money to have the belt replaced back in June this year. Worse of all i called the shop that replaced the beltto see if they will stand behind their work and they are out of business. Admin you need a smiley that is bent over screaming cuz I will be picking up my truck( and it better be fixed right) and will be bending over when i pay. I hope bearing grease will wash off easily.

If you find that the truck won't go over 3,000 rpm after changing the spark plugs or when flushing the radiator while parked, it is due to the governor limiting the rpm. Nothing is wrong, you probably just never took your truck up to that high rpm in idle before. Take if for a test drive.

I've got the same problem with a 2001 Explorer Sport. I don't know if it's because I never revved it in neutral or not. I think I have a fuel pump acting up. Sometimes the pump doesn't run and other times it does. I put a pressure gauge on it and just turning the key I've seen 25 psi then turn the key off and do it again and it goes to 65 psi. When I start it it is at 65 psi constantly even when it's stumbling just past 3000 rpm.
