Need a little help

I'm putting my oil cooler back together but one of my bolts sheared off right when I was about to hit the right tq with my wrench. No, I wasn't cranking on it, but I did notice it was in there super tight when I took it apart. So I'm guessing it was weak from being over-torqued. It was one of the small torx that hold the big top plate on the main cooler housing.(not the piece for the coolant port cover) Come to find out the cover is also slightly tweaked on one bolt tab.

Now, I want to do this job right the first time and not have to go back in to fix it. So, I have two questions:

1. The cover has the one tab that is bent slightly and slightly elongated(ovaled), should I just replace the cover and move on or just tweak the tab a little and call it good?
2. The main cooler housing that the oil cooler slides into has the bolt sheared off in it. On closer inspection one of the other threads had a metal shaving down in it from over-torquing I would expect. Assuming the bolt comes out without a problem, should I assume the treads will be fine if they hold up to torquing the bolts to spec? I just don't want them to cause the bolts to loosen up and all the fun that would be.

What do you guys think?
