They usually want a copy of the title. They will restamp a new plate. They will have several questions on options to get the codes correct. Because the cab, engine and chassis did not match (replacement cab, engine, trans and interior over a chassis was to blame) they used the chassis number to track the previous registration/owner and to check for a clear titile or at least I suppose to check for problems like a hot chassis. After a token check of the old registration of the chassis they sent me to the CHP station up north and then it was refited with a new plate on the door jamb and the vehicle was registered as a salvaged vehicle using the refited plate and engine numbers. Was not as hard as I anticipated. I applied to the DMV for tags. I had the title and the pink slip and the original tags. I couldn't prove that they were for my vehicle without an ID. I made an appointment in San Jose at a CHP location(long wait). The CHP found the VIN # on the right side frame and installed a ID plate in my doorjamb and completed the DMV form. I returned the completed form to the DMV and got my stickers for my tags.
