Shane, the carb was purchased new, and, yes, the plug is installed in the back of the carb (I double checked just to be sure), but I am in fact running less than 17" according to my vacuum gauge. I have disconnected and plugged all vacuum accessories and still am around 15.5". The intake manifold is new as well, and I don't find any leaks at any gaskets, so. . . hmmm??? Kevin, the idle mix was adjusted according to Edelbrock's directions. I didn't get a chance to tinker with it any more this weekend, but will try your suggestion re: less advance at idle & adjusting the curve. That could be contributing to the problem. As with most of these drivablility problems, I expect it is a combination of factors. I'll continue to chase this down; I appreciate your suggestions.
