That's too low for sure. What vehicle is it in? In a 70's truck, expect 12 mpg, with an automatic. Maybe 14 in a standard. 10 with a towing package (eg: tall diff gears -> higher rpm). In an 80's or newer truck, expect 15-16 if you have overdrive, maybe 18 if you have a locking torque converter. In a car you'd get over 20, especially with a standard. Make sure the choke fully opens, your tire pressure is correct, ignition timing.. if all that doesn't help do a compression test. Another good test is to park the vehicle in neutral on a level ground (garage floor) and you should be able to push it around quite easily (if the wheels are pointing straight forward). If not jack it up and see which wheels aren't turning freely. Let us know how it goes! It's not good driving around like this, because one way or another you are putting excessive stress on something.
