Robert's Reply has the correct terminology for the problem. It is caused
from pressure against the Ignition to steering wheel lock. This is common
on most vehicles, especially if you turn the wheel after the vehicle is off
to "Lock" the steering wheel...

Is this the only time your pickup's done this? It may be just from parking
at a certain attitude so that there is some load placed on the steering
column.

LPO stands for Limited Production Option, as opposed to RPO or Regular
Production Option.
RPOs are the stuff you choose at any dealer (engines, colors, etc)
LPOs are generally limited to Fleet dealers and include things like
ambulance prep packages.
And even at a Fleet dealer you will have to find the commercial accounts
person, and not all Fleet dealers can get every option.
You don't NEED to have a fleet to deal with this guy, but if you are a
one-time buyer you may not get the attention you really need.
You can find a Fleet dealer in your area from the Ford webpage.
www.ford.com I haven't looked for it since they redesigned a few times,
but it should still be there.

Subject: FTE 97up - Moan from '97 F350

Hi all,

Anyone out there have a clue as to why my '97 F350, 4x4, PSD, CC, LB
makes a low moaning noise when rolling slow and turning (especially when
backing up with a 8000 GVRW travel trailer)? I have had it to the dealer
and, of course, we could not duplicate the noise. Initially thought it
was a cross member noise but I am now unsure. Any replies would be
appreciated.

TIA,
- -Shawn

Take a look at the top hose on the power steering pump...on my '98 Explorer,
it turns freely, and I am informed it is supposed to. Under certain
conditions, the hose will vibrate with a low moaning noise against the side
of the power steering housing.

Has anyone else had this problem. I own a 99 Ranger XLT and about3 months
after buying it the wipers would come on randomly. This has seem to be
getting worse and sometime I need to put the control switch to one then off
before they stop. Of coarse it does not happen when at Ford so they say
there is nothing wrong.

Thanks
