Hotter air is less dense than colder air of the same altitude; fuel is metered into the airflow by mass, which is affected by density (the denser the air, the more mass it has per volume). This means that colder air will carry more fuel per volume into the combustion chamber, allowing for more power. As for using cold air induction with a K&N filter, there's no reason why you can't.
